Be precise about the requirement

Identify who needs to train, the knowledge or coordination task to be rehearsed and the environment in which learning will be delivered. Instruction, system familiarisation, simulated information and team decision-making can each require a different training approach. The scope should make these distinctions clear.

Distinguish delivery from development
